With a CI $4.6 million European Commission grant, Cayman officials are hoping the new Doppler Weather Radar Station currently under construction in East End will be ready for the 2013 hurricane season. All information gathered, covering some 250 miles, will be available online in real time accessible to anyone. “At the moment the Cayman Islands uses satellite imagery, which requires interpretation of the data, but with the Doppler system Cayman will get accurate real-time information when storms or any other weather systems threaten or move through our area, so that residents can be better prepared,”said Fred Sambula, Director General of the Cayman Islands National Weather Service. This system is the final link that will connect radar stations in Belize, Barbados, Guyana, Trinidad and Tobago, Puerto Rico and the Dominican Republic.

Doppler weather radar is a type of radar used to locate precipitation, calculate its motion, and estimate its type. Modern weather radars are mostly pulse-Doppler radars, capable of detecting the motion of rain droplets in addition to the intensity of the precipitation. Both types of data can be analyzed to determine the structure of storms and their potential to cause severe weather.

Indigenous Iguanas Get Counted

A special subspecies of the Cuban rock iguana found only on the Brac and Little Cayman has been the subject of a census to determine their numbers. The Department of Environment is spearheading the count of this endangered species to preserve their habitat and educate the public to ensure their continued survival. The last count numbers 63 and rising with the help of researchers and many school aged children as volunteers. Fellow Brackers and members of the Brac National Trust are also coming out to help with this undertaking. The US International Reptile Conservation Foundation has also been in support of the program.

The rock iguana faces many of the same perils as its Blue cousin on Grand Cayman. Feral cats and dogs and speeding cars have taken their toll on their numbers. With the help of a hotline number, researchers take location information of the iguanas and capture them to record pertinent information such as length, weight and gender. A microchip is inserted which will record its entire life span and be regularly monitored. A small number is then painted with white-out on its side to be visible in case of future capture. Photos are taken and the animal is released back to its original location. Continued monitoring will also determine the mating and births of these recorded iguanas, which will also be added to the growing data collected.

New Life Form Found in Cayman Trench

A marine expedition to the Cayman Trench has resulted in the gathering of first ever species of eyeless shrimp and white-tentacled anemones by scientists aboard the research vessel Atlantis. A 6cm long eyeless shrimp with a light sensing organ on its back was discovered by a group of scientists from the National Oceanography Centre. During a visit in 2009, the Cayman ridge found home to two seafloor chimneys - the Von Damm and the Piccard. These chimneys emit scorching seawater of 450 degree Celsius rich in minerals to support life never seen before. Scientists suspect these mineral-rich sea vents gave rise to the world's first organisms. The Cayman ridge is the deepest spreading ridge on Earth, plunging to nearly 20,000 feet in some places.

"Studying the creatures at these vents, and comparing them with species at other vents around the world; will help us to understand how animals disperse and evolve in the deep ocean," Dr. Jon Copley, a marine biologist at the University of Southampton said about the discovery.

No Plastic Saturdays

Phase II of Cayman BECOME's plastic bag reduction campaign run by the Corporate Green Team Network has started. Beginning Dec. 10 and every second Saturday of each month, local supermarkets will be completely plastic bag-free to further encourage customers to bring their own bags. Last year's Phase I proved to be an enormous success by reducing an estimated 12 million plastic bags being disposed of annually in Grand Cayman alone. Local supermarkets replaced their non-biodegradable plastic shopping bags with biodegradable alternatives. In addition, they started charging 5 cents per bag to reduce number of plastic bags ending up in the landfill.

The Corporate Green Team Network or CGTN, started in June 2009 when Deloitte partnered with the Sustainable Development Unit of the Department of Environment to promote eco awareness, sustainability and to implement environmental projects in the Cayman Islands. More Land for Cayman's Blues

The current home of the critically endangered Grand Cayman Blue Iguana, the Salina Reserve, has recently expanded by 23 acres to give the Blues more room to establish. “The importance of this land goes beyond the direct conservation value of the 23 acres involved,” said Fred Burton, Director of the Blue Iguana Recovery Programme. “The purchase has unlocked a previously blocked fragment of habitat, which together with the new parcel now almost doubles the area of shrub land available here for the Blue Iguanas to recolonize.”

A merger of funds from landowners, the National Trust’s European Union EDF9 grant and a supplementary grant from Maples FS has made this land purchase possible. The European Union grant to the Trust is part of a project "Management of Protected Areas to Support Sustainable Economies", currently being shared with the Turks and Caicos Islands and the British Virgin Islands.

The Blue Iguana Recovery Programme, the National Trust and the Department of Environment are jointly implementing the grant, which includes funds for land acquisition for Blue Iguana habitat, development of nature tourism and education infrastructure. Addition programs in the new Colliers Wilderness Reserve, which is developing into a key home for the Blues, is also part of the grant implementation.

Reduced Fees for Lionfish Culling Certification

Visiting and local scuba divers alike can now get certified and licensed to help cull the invasive red lionfish. These lionfish have now become a major menace for the Cayman Islands. Cayman dive operators can now teach the PADI Lionfish Tracker Distinctive Specialty course. Upon completion, a local lionfish culling license will be provided. Some Cayman dive operators are now offering reduced course fees to visitors and residents this fall. Currently there are boats running from various dive operators each week to use these new skills.

“Snorkelers can help too as many lionfish can be found in shallow waters just off shore and in the canals in the North Sound. This is prime breeding ground for lobsters, groupers, snappers and more, so removing lionfish from the North Sound can play a huge role in helping to cull the invasion” stated Nancy Easterbrook of Divetech. “They are tasty – a light white fish that needs a little special handling while filleting to remove the venomous spines, but well worth it. Many restaurants are now serving lionfish on a special or full time menu, so ask for lion fish when you are next out to dinner, or try it at home. Not only will this help create a market for the lionfish, but it will have the positive side effect of reducing the demand for the ‘traditional’ eating fish like conch, grouper and snapper, allowing fish stocks to grow and be sustainable.”

Every year the Cayman Islands joins the international community in recognizing World Blood Donor Day which takes place on June 14th. This year Faith Hospital in Cayman Brac is conducting another donor drive from Sept 19th – Sept 23rd. Anyone interested is invited to give the blood bank a call at 948-2243 ext.124 or visit the Faith Laboratory. The entire process takes about 45 minutes.

Volunteers will be asked to fill out a simple questionnaire to determine if they are able to give blood. Certain restrictions are still in place for persons who have spent time in the United Kingdom due to the risk of transmitting Creutzfeldt-Jakob Disease, part of the family of diseases which includes Mad Cow.

Cayman Brac Historic House For Sale

The Spellman McLaughlin Home on Cayman Brac is up for sale. One of a few remaining homes built in the traditional manner, the Spellman McLaughlin Home once sheltered 133 people in the 1932 Hurricane and served as a medical and distribution center for scarce emergency supplies after the storm had passed. Priced at US $375,000, the home is located in the Creek district and includes the house and its adjoining lot, including a private graveyard.

In 1995, the National Trust awarded current owner Brunzil McLaughlin-Rivers, the Award of Distinction for the Preservation of Historic Places. With many such homes either being torn down to make way for modern developments or being left to decay, the house is amongst the few of its kind that has been maintained and is in good condition.

Construction began in 1926, with Captain Spellman McLaughlin overseeing all aspects of the construction process, according to the National Trust. Largely built of imported wood from Mobile, Alabama, the home was completed in 1930 and Captain McLaughlin and his wife raised their four children there. When he passed away in 1991, he willed it to his youngest child, Brunzil McLaughlin-Rivers, who renovated the home and lived there with her husband and son until they left the island in recent months and put the home up for sale. The home covers 1,628 square feet and has eight exterior rooms built around a central dining room. It has a complete wrap-around verandah, and while modernised to accommodate television, internet and telephone service, as well as kitchen and bathroom facilities, the home has changed little since 1930.

According to the Trust’s Historic Programmes Manager Denise Bodden, they only have jurisdiction over homes which are donated to them and cannot financially afford to keep every historic home in the Cayman Islands under their care. Therefore, they encourage homeowners who live in historic homes to care for them. “I would suggest that those who have traditional Caymanian homes on Cayman Brac should try to protect them before development really hits the island,” said Bodden. She said that the Trust has recognised a number of homes on the island that should be protected under the law, particularly the Spellman McLaughlin Home, the Carter House and the Eldemire House, for their unique architectural elements, the fact that they are among the oldest structures on the island and because they survived both the devastating hurricane of 1932 and Hurricane Paloma in 2008.

Cayman Brac Gets Twelve More Homes

With in excess of $600,000 in available funds, The Sister Islands Affordable Housing Development Corporation (SIAHDC) recently made a planning application to build 8 additional homes at the West End site and 4 homes at Watering Place.

SIAHDC is a government-funded, not-for-profit entity formed in January 2006 to build affordable housing for those applicants who meet necessary qualifications. Phase 1 (4 homes) of the plan was completed just prior to Hurricane Paloma in 2008, and Phase 2 (4 additional homes) was completed in April 2010. Local contractors won the bids to construct phases 1 and 2 for $365,500 and $413,031 respectively.

The Watering Place site can accommodate 15 homes and the West End property has room for 20 to 30 homes.

Successful applicants own their own homes and land outright.

Post Office Finds New Home in Heritage House

After 3 long years of having to temporarily relocate, the Creek Post Office on Cayman Brac has officially re-opened. The new location is the re-furbished heritage home of the island's first midwife, Petrona Connolly-Bodden, located at 5 Cantlin Drive. The original post office suffered severe damage from Hurricane Paloma in November 2008. The building also houses the Sister Islands Sports Office.

Brac Bash Underwater Photo Competition

September 2011 marks the 15 year anniversary of the sinking of the M.V. Capt. K.P. Tibbetts off the shores of Cayman Brac. In celebration of this event, the Sister Islands Tourism Association (SITA) has initiated an underwater photo competition. The competition is open to all non-professional photographers who are not residents of the Cayman Islands. Submission of an underwater photo of the sunken frigate runs to August 30.

The grand prize for the photo contest is free airfare on Cayman Airways, a 7-night stay at the Brac Reef Beach Resort with daily breakfast, lunch and dinner; 6 days of 2-tank diving at Reef Divers and airport ground transfers. The grand prize winner will also receive free admission to the Brac Bash Cook-off and will become an official judge for this fun event. The Brac Bash is an annual event held in honor of the sinking of the M.V. Capt. K.P. Tibbets and is spearheaded by SITA.

The M.V. Capt. K.P. Tibbets was build in the Soviet Union in 1984 for the Cuban Navy. It was purchased and sunk by the Cayman Islands Government and christened the M.V. Capt. K.P. Tibbets after a Cayman Brac politician. The ship has become a major dive attraction on the Brac.

New Marine Species Discovered off Little Cayman

Dr. Rick Hochberg and his team of biologists from the University of Massachusetts have recently discovered 15 new species of tiny gastrotrich worms in the well-oxygenated sands off the shores of Little Cayman. The scientists elected to complete a portion of their research at the Little Cayman Research Center (LCRC) because of its pristine environment, while utilizing the facilities at the Central Caribbean Marine Institute (CCMI). Dr. Hochberg has found enough of these complex species to warrant further studies and will host a workshop at the LCRC, placing Little Cayman firmly on the map of serious scientific research.

Global warming threatens habitat degradation which may wipe out species before they are even discovered. The CCMI has said this type of research is vital for understanding the biodiversity of our earth. The methods Dr. Hochberg is using to determine which species are new and how they are related will assist in how speciation and evolution happens.

The Central Caribbean Marine Institute was incorporated in 1998 as a non-profit 501c3 organization. CCMI was established as an international charitable organization. Since its first years, CCMI has proven a valuable asset to the effort of understanding changing coral reef and tropical marine environments. Its research and education programs have established a solid foundation for future reef education and awareness in the Caribbean and for students and researchers from around the world.

A key component of the organization's strategy was realized in May 2006 with the opening of the Little Cayman Research Center. Equipped with wet and dry laboratories, a classroom, library, dormitory-style and private rooms and a sustainable off-the-grid bathhouse as well as easy access to the reefs, the Center is an important new research and education center for all of the Cayman Islands.

Duty Concessions Extended on Building Materials

In an effort to further stimulate economic activity the government has extended import duty concessions on building materials. The Cabinet extended concessions on imports of building materials for a further six months until 31 December 2011.

In announcing the extension, the Premier and Minister of Finance, Tourism and Development the Hon. McKeeva Bush said, “The extension of these concessions is consistent with the Government’s ongoing efforts to stimulate growth in the economy, and I encourage all developers and other stakeholders to accelerate their construction activity during this further concessionary period.”

Imports of building materials to Cayman Brac and Little Cayman will be on a 100% duty free basis for the period 1 July to 31 December 2011. Under the extended concessions, imports of building materials to Grand Cayman will be charged a flat rate of 15% for the period 1 July to 31 December 2011. The normal rate of duty is 22%.

For the purpose of these concessions, building materials have been defined as: “All physical components and substances, whether solid or liquid, used in the construction, renovation or restoration and forming a permanent part of any building or related structure.” Items such as furniture, accessories, electronics and appliances are specifically excluded.

Hurricane season is officially upon us and preparedness starts with organization and planning. Below are some tips to help get yourselves and your home ready in case a hurricane should strike this season.

Do not wait till the last minute to prepare for an emergency, you will be so glad you took the time now.

- Review your insurance policy; secure important documents

- Learn locations of official shelters; prepare for your pets, shelters will not accept pets

- Check emergency equipment such as flashlights, generators, cell phones, portable radios to ensure all are in good working order

- Purchase plywood or other materials to protect your home; inspect hurricane shutters and repair any necessary damages, supplies for installation

- Trim trees and shrubbery; clear your yard of possible flying debris which could damage your house or your neighbors

- Clear clogged rain gutters and downspouts

- Decide where to move your boat

- Service vehicles

- Ensure extra cash is on hand for emergencies

- Purchase canned foods and drinking water, enough for 5-7 days (1 gallon per person/day, don't forget water for your pets)

- Check First Aid Kits and restock as necessary

- Secure extra prescription medication, have 2 weeks supply on hand

An aggressive plan to stimulate the economy has been recently committed to by the Cayman Islands Government. This plan fast tracks some new development and improvements to the country's infrastructure. - The new National Gallery building off the Harquail Bypass is currently under construction.

- 2 new multi-storey commercial buildings in George town; one 6 storey office tower for Appleby's attorneys is currently under construction.

- Caribbean Office Place on West Bay Rd. across from the Caribbean Club will start construction this summer.

- A new 5 star hotel resort in Colliers on the eastern side of Grand Cayman, plans construction this year.

- 15 residences at Oceania on the waterfront in George Town is currently under construction.

- Reinstatement of the Courtyard Marriott damaged in Hurricane Ivan has recently been sold this year, although it has not been determined whether the brand will be retained or upgraded to a 5 star brand.

The preliminary 2010 census results have been reported and the population of The Cayman Islands was 54,397. The breakdown by district is as follows:

George Town - 51%

West Bay - 21%

Bodden Town - 19%

North Side - 2.7%

Results of the 1999 census reported 39,020 residents living in Cayman, a 39% increase in the population in 11 years. “If the population were to continue to grow at this rate, it would double its size by the year 2033,” stated the census report. The full census is due to be released in October.

When shopping for homeowners insurance, the average cost is 1.8% of the value of the property, unless you live on the water where rates can go upwards of 2%. It pays to shop around when buying homeowners insurance as rates will vary amongst companies and rates may not necessarily be the best with your mortgage banker. Ensure you have enough coverage for replacement if your home is completely destroyed. If your home is destroyed and you chose not to replace it, know the actual cash value. Your insurance company will give you replacement cost less depreciation. If you are purchasing a condominium, insurance rates are usually based on a per square-footage basis and is often included in your monthly strata fees.

Contents insurance is highly recommended here in Cayman due to the risk of flooding and hurricane damage. Unless you live in a condo where strata insurance usually covers major kitchen appliances, these items should be included in your contents insurance coverage as they will not be covered in building insurance alone.

Be aware of exclusions to your coverage. Flood, earthquake or wind damage are usually not covered as standard items, these types of coverage must be purchased separately. Ask about any dollar limitation on claims as some insurers may limit how much they will pay.

Liability insurance is generally included with your policy, but it pays to know any upper limits on this amount of coverage. Ensure it is sufficient if you have significant assets.

After you have found the property of your dreams, mortgages are still available here in The Cayman Islands for residents, expats and foreign investors. It pays to shop around as rates are competitive and can be negotiated. Interest rates follow New York Prime as quoted by Citibank, usually +1%. Standard mortgage terms require a down payment of 20-35% plus closing costs. The usual mortgage length is 10-15 years and can be in US or CI dollars. Most banks do not charge pre-payment penalties.

When considering your mortgage allowance, please keep in mind stamp duty will be charged on the money you borrow. Loans less than CI $300,000 require a 1% stamp duty fee, loans over CI $300,000 require a 1.5% stamp duty fee. Legal feels are typically .5% and the bank will charge .5% on the cost of the mortgage. Interest only mortgages are not available in the Cayman Islands.

Because there is no income tax, property tax, capital gains tax or inheritance tax charged in the Cayman Islands, one of the ways the government generates revenue is through stamp duty on the purchase of real estate. This is a one time tax on land or building transfers assessed at the time of transfer. If a land purchase is being made, stamp duty is payable on the land value, not on the building after it has been built. For building purchases, furnishings are deducted from the sale price before stamp duty is calculated.

Presently, stamp duty rates range from 6-7.5% based on the location of the land or property. Purchases along the Seven Mile Beach corridor incur a 7.5% stamp duty due to the high infrastructure in that area. All other areas fall in the 6% bracket.

When making the decision to purchase property in the Cayman Islands, multiple-unit, individually owned complexes or condominiums are definitely an option. In Cayman, these units are known as "strata" units. If individuals purchase a property which is part of a strata plan, they will have title to the house or apartment on the property in the plan. Individual unit owners hold title to their units in the same way as the owner of any other parcel of land, and the Land Register maintains the same type of records for these strata units. Owners will also retain a share of the strata corporation which owns all the common property including roads, gardens, pool, gyms, tennis courts, etc.

All strata corporations have "by-laws" which govern the activities of strata owners. These by-laws are upheld by a committee which is elected annually to govern and run the corporation. It is important to understand the strata by-laws as they can restrict individual owner's activities such as boat docking or pet ownership.

The strata corporation provides insurance for the strata property and has the responsibility to maintain it for all shareholders. All costs associated with maintenance and insurance are also the responsibility of individuals in the strata corporation. It is important to understand how much extra you can expect to pay the corporation for these monthly strata fees.

Sister Islands History

Christopher Columbus first spotted Cayman Brac and Little Cayman on May 10, 1503 during his last journey to the New World. En-route from Panama to Hispaniola (now known as the Dominican Republic and Haiti), Columbus was blown off course by an unexpected storm. This detour allowed him to sight the sister islands.

He named these islands Las Tortugas after the many sea turtles he found there. In his notes, the explorer wrote “... we were in sight of two very small islands, full of tortoises, as was the sea about, inasmuch as they looked like little rocks.” Later maps referred to the islands as Lagartos, probably a reference to the large lizards (possibly iguanas) seen on the island.
